Nationwide 92% of homes have some kind of air conditioning. But thanks to the Bay Area’s normally mild Mediterranean climate and summer fog, the rate is less than half that in parts of the region. The larger San Francisco metropolitan area, including Oakland and Hayward, has the lowest rate of air conditioning of any major metro area in the country, according to census data from 2021, which includes two Bay Area metros. But despite having the lowest rate, 182,000 more homes have added air conditioning since 2015. And the percent of housing units with air conditioning in the San Francisco metro area has grown from 36% to 45% of homes in that time. While most people were hiding from the heat this week, Paul Massone and the HVAC technicians at his Concord-based company, MechPros Heating and Air Conditioning, were zooming around the Bay Area in high demand. Sometimes they needed a few extra minutes in the air-conditioned work truck to cool down between appointments in hot attics and stuffy apartments, fixing air-conditioning units. “We’re fighting this heat — it’s been a bit crazy,” Massone, who has been in the industry 23 years, said. “In the last 10 years, more people from Oakland, Berkeley, El Cerrito… have been calling for air conditioning.” That tracks with Leslie Ogar’s experience in the Bay Area. She used to live in Hayward and did not have air conditioning. “It was very hot, but luckily, we’re fortunate to have air conditioning where we live now, in Oakland.” On Tuesday, she was at Lake Merritt, in the midst of the heat, selling burgers and tacos at a pop-up food stand. She was keeping cool in the shade, like the gaggles of geese also seeking refuge around the lake, as a few people braved the heat for their daily walk. With climate change, warming temperatures and changing standards, air conditioning has become more popular in places like San Francisco and Seattle. Seattle used to have the lowest rates of air conditioning, but San Francisco now has that distinction. Nationwide, 72% of all housing has central air, and an additional 20% have room air-conditioning units. Just 8% of housing units in the country do not have any form of primary air conditioning. In the San Jose metro area, which includes Sunnyvale and Santa Clara, 23% of housing has no air conditioning. The weather is generally hotter in the South Bay, so air conditioning rates are higher than neighboring cities to the north, but San Jose has slightly less air conditioning than California in general. And California’s rate is lower than the country’s, with 22% of housing units having no air conditioning. Esmeralda Zamora However, because of this the museum has had to rely on the American Bank Centers cooling system, the system itself is not suited to keep the museum at the right temperature to preserve the art pieces.“We actually have also missed out on being able to host some of the traveling art collections here because the groups were not happy and did not feel that the museums HVAC was sufficient for their artwork,” Assistant City Manager Heather Hurlbert said .Utilizing $3.5 million from the cities sea wall project, a new air condition system will be purchased and installed into the museum in about 18 months.The city said rather than having two separate systems for each building at the art museum they plan on making sure one system can work for both buildings.The art is not the only thing seeing the effects of the poor temperatures in the building. A local restaurant "Elizabeths", inside the art museum has been experiencing difficulties as well. Most of the layoffs are by tech companies, which intend to eliminate 331 jobs in the Bay Area, according to the new disclosures. A maker of recycled materials is cutting another 74 jobs in the region, the filings with the state Employment Development Department (EDD) show. During 2022 and so far in 2023, tech companies have revealed plans to eliminate more than 28,700 jobs in the Bay Area, this news organization’s compilation and analysis of the state EDD WARN notices show. In 2022, tech companies chopped more than 10,400 jobs in the nine-county region. So far in 2023, Bay Area tech job cuts have totaled slightly more than 18,300, according to the analysis. Here are the details of the most recent job cuts reported to the EDD that are affecting workers in the Bay Area: — Qualcomm, a maker of communications and semiconductor devices, is cutting 194 jobs in Santa Clara. Qualcomm is also cutting 1,064 jobs in San Diego, for a total of 1,258 in California. These layoffs are slated to be effective on Dec. 13. The Canadian city of Vancouver has required heat pumps for all new air-conditioning systems since the start of 2023. The town of Aspen, Colorado has set similar mandates, although they don’t force homeowners to replace gas furnaces already in place, Tiffany noted. And the city of Denver will make the replacement of space and water heating at the end of its useful life with all-electric equipment mandatory by 2027, not only to provide more efficient and lower-carbon heating but also to improve indoor air quality. The U.S. Environmental Protection Agency took a big step on this front earlier this year with a proposal to phase out Energy Star certification for stand-alone central air conditioners and furnaces and reserve the high-efficiency ranking for bidirectional heat pumps. The EPA cited research from the Collaborative Labeling and Appliance Standards Program (CLASP), an international nonprofit organization, that found that if every U.S. homeowner replaced their central ACs with heat pumps over the course of this decade, home-heating-related emissions would decline by about 11 percent annually by 2032, while homeowners would save a collective $27 billion on energy bills. The American Gas Association trade group decried EPA’s proposal as restricting consumer choice to more expensive heat pump systems. But environmental groups praised the move for giving consumers, contractors and efficiency-incentive program administrators a clear guidepost for picking products that ​“increase efficiency, lower utility bills, reduce air pollution and improve health, reduce global warming pollution, and deliver better performance.” Getting consumers — and the HVAC industry — on board  Nate Adams, CEO of HVAC 2.0, co-authored a study in 2021 that informed the CLASP analysis that EPA cited in its proposal to change its Energy Star rankings. He’s definitely an advocate of replacing central AC systems with heat pumps. Still, Adams warned that EPA’s proposed change to Energy Star won’t necessarily drive a huge change in how U.S. homeowners and contractors do business. That’s because Energy Star only applies to the highest-efficiency and highest-cost products, which make up roughly 15 percent of all HVAC sales, he pointed out. Still, ​“I view this as a change in the winds” of government policy on home heating, he said. ​“Now there’s been a finger put on the scale for heat pumps.”  Replacing central AC systems with heat pumps is also a relatively straightforward change for HVAC manufacturers, according to Adams. He was born on July 12, 1939, in Lompoc, San Bernadino County, California. Later, the family moved to Livermore, Calif. He joined the Boy Scouts and earned the Eagle Scout award. Much later he would be on the Boy Scout Council in Reno, Nev. Ed attended Mariposa High School, graduating in 1957. That June, he joined the U.S. Navy and served on aircraft carriers (one of which was the USS Independence). He was honorably discharged in June of 1960. Ed studied business at San Francisco State. With the electronics knowledge. Ed had gained while in the service, he was able to put it to use in the San Francisco Bay Area working for Scott Company and Varian & Assoc. In the late 70s, he moved from his home in Woodside to Sparks, Nev. Ed owned and operated Air Con Service, Inc., a commercial and industrial HVAC service company until he sold the company and retired in 2006.   Ed enjoyed target shooting both rifles and shotguns as well as playing pool and was quite good at it. He had a great sense of humor and enjoyed gardening and travel. Another large part of Ed’s life was his love of vintage cars, street rods, etc. There are several still in his garage. A large part of his life was his membership in the Masonic Order. Ed was preceded in death by his parents, Herbert Roy Davis, Jr. and Katherine Kanyuk; his half-brother, William (Billie) Walter Nolan, Jr; as well as his stepmother, Carol Pinney Davis. In my second year in college, we got pregnant, and so my dad was like, "Well, you need to support your child."  So I ended up dropping out and joining the local apprenticeship because my dad (who's now retired) was a senior engineer for the largest HVAC contractor in the Bay Area. He said, "Sheet metal's a good career," and told me to take the apprenticeship test. I did just that and ended up working for the same company he worked for. I then started in the trade learning the different steps in the field. I eventually worked in the shop, learning the CAM system because while working for that same company, I was kind of looked down upon and people were saying I was only there because of my father. I took that little chip on my shoulder to learn everything I could, and it was the biggest blessing in disguise for me. As I said, my dad has been with the company for 40-plus years, and he had a lot of pull, but it really didn't affect my ability to work.  I wanted to learn everything, so no one could say anything. That led me to understand the shop CAM system because the plasma machines were relatively new back then. And since I knew computers, I was able to help out. For starters, they use the power of government to jack up efficiency standards at every opportunity, reducing consumer choices and our product offerings. Then, the standards are regionalized so that what is legal in one location may be illegal across state lines. This is especially problematic for contractors with service territories straddling state lines.As an industry, we have rolled with efficiency changes in the past, even when the bureaucrats making the rules lack on understanding of the impact on simple things like warehousing, transportation, and installations. And they are. There is a movement afoot to ban natural gas in residences. Today, it is mostly code-driven and community-specific for new construction. But the move is on to ban gas furnaces, water heaters, and cooking. Granted, they got a little ahead of themselves with gas cooking. It seems a lot of people have strong opinions about their cooktops and ovens, so the bureaucrats pushing those bans backed off — for now. Instead, they will just use regulations to ban half of the gas cooking appliances.It is likely that the government will come for water heating and furnaces before too much longer because both products are out of sight and out of mind. If they try it, it is unlikely that homeowners will be forced to rip out their existing products to replace them with all-electric versions.
